The court house is located id downtown haifa, at the foot of Mount Carmel. The building has two lengthwise facades Mt. Carmel as wall as an Artists’ Colony planned along the length of the street behind it. It has two entrances, in its two narrow sides. The main entrance is from a central plaza and the other is from a secondary plaza. The building is designed in the form of two structural masses with a monumental public space between them that constitutes both a continuation and a conclusion of the main pedestrian path in the complex. These two structural masses represent and acommodate the court house’s two main activities: its judiciary activity and its administrative activity. The two masses are different in design and are adapted to their specific designations.
